Board appoints workforce and juvenile-council members, then enters closed session

At its Sept. 16 meeting the Cleveland County Board appointed six members to the Workforce Development Board and three to the Juvenile Crime Prevention Council, then voted to enter closed session under North Carolina statutes to consult with counsel and discuss personnel matters.
The Cleveland County Board of Commissioners filled two boards and then voted to meet in closed session at the end of its Sept. 16 meeting.
Clerk Phyllis presented applicants for the Workforce Development Board and said six appointees were needed to serve three-year terms expiring June 30, 2028. Commissioner (speaker 7) nominated Tim Blackwell, Rhonda Benfield, Anthony Fogerman, David Farr, Brandon Ruppes and Courtney Ashley; the board seconded the nominations and recorded an affirmative vote.
The clerk then presented the Juvenile Crime Prevention Council item; commissioners nominated Kathy Robertson, Jeff Ledford and Heather Willis to two-year terms expiring June 30, 2027, and the board approved those appointments.
At the meeting27s close the chair read two statutory bases for closed session: consultation with the county attorney to preserve attorney-client privilege concerning settlement or other legal action, and personnel/qualifications or complaint matters under North Carolina General Statute 143-318.11(a)(3) and 143-318.11(a)(6). A motion to enter closed session was moved, seconded and the board voted to go into closed session. After reconvening, the chair stated the board had given direction to staff on the two matters considered in closed session.
