Hall County officials told the Board of Commissioners they have separated courthouse expenses that fall outside the chief contractor’s contract into a new budget line so the county can track charges such as furniture and fees separately from construction work covered by the guaranteed maximum price (GMP).
At the meeting the chair said the new code (51504) will hold items not covered under the chief contractor and that the $35,800,000 GMP is now listed under the chief contract. The chair described a verification workflow: the contractor submits bills to Davis Design, Davis Design inspects and approves work, and then the county codes and pays the bills through the treasurer after internal review.
Speaker 3 moved to approve the accounting changes and asked for monthly updates; the motion was seconded and carried. Board members emphasized the intent is to improve transparency and tracking of what is and is not included under the contractor’s GMP. Staff said they will provide monthly updates on expenditures coded to the new line, and engineering/architectural fees for Davis Design will remain separately tracked.
