Frostburg council approves tax abatement for city-owned property and authorizes enterprise zone recertification

At its regular meeting, the Frostburg City Mayor and City Council approved two resolutions during the New Business portion of the agenda.
Resolution 2025-44 addressed the property at 36 North Water Street, which the city purchased at tax sale in May 2022. Staff explained the resolution requests abatement of six years of outstanding taxes totaling $2,214.37, and a council member clarified that three of those years should not have been assessed. The council moved, seconded and approved Resolution 2025-44 by voice vote.
Resolution 2025-45 authorized staff to submit an application to the State of Maryland for recertification of the city's enterprise zone and authorized the mayor to sign the application. Community development staff explained the enterprise zone is a 10-year certification offering state tax incentives to businesses that make qualifying investments or create jobs; boundaries reflect commercial areas and some industrial sections and are determined by state criteria through the Department of Commerce. After brief public questions about boundaries, councilors moved, seconded and approved Resolution 2025-45 by voice vote.
