Planning director Chris presented Case 25-09, in which property owner Chad Wesson sought to rezone an 88.85-acre tract at 2218 Emerald Mine Road from regular residential to rural residential. Chris said the requested district would preserve rural character while allowing certain nonresidential uses compatible with a rural area. No members of the public signed up to speak. A commissioner moved and a second was recorded; the chair called for the vote and announced the motion carried.
The board then considered Case 25-11, a request from property owner George Ellis to rezone a 67-acre tract along Runyon Road from regular residential to rural residential. Staff said the planning board recommended approval because the requested district was compatible with surrounding uses and the land-use designation. No public speakers signed up; a motion to approve was made on the record, and the board discussed the item. The transcript does not include a clear roll-call outcome for this item.
Case 25-12 involved a petition from Pauline Murray and Neisler Brothers to rezone a proposed 15.8-acre lot at 135 Dixie Dairy Road from heavy industrial to regular residential. No public speakers signed up; the board moved and seconded approval, and the chair announced that the motion carried unanimously.
Finally, staff presented Case 25-13, two parcels relinquished by the city of Kings Mountain that county planning recommended be applied with regular residential zoning and restricted residential zoning, and both with a secondary-growth land-use designation. Staff said the change was largely housekeeping to match districts already applied to adjoining parcels. The public hearing was opened and closed with no speakers; the board moved and seconded approval and an aye vote was recorded.
