Frostburg staff prepares enterprise zone recertification and schedules CDBG public hearings

City staff told the council the development department is working on recertifying the city’s Enterprise Zone, a designation that allows businesses inside the zone to apply for state tax credits. Staff said roughly six businesses have used the credit in the past four to five years, and suggested council consider whether the municipal effort to maintain the zone is worth the return. Questions focused on how often recertification occurs (staff said about every three years) and the data refresh required to verify eligibility.
Separately, staff announced the city has received CDBG funding for phases 8c/9d and must hold two public hearings as part of the grant agreement — one before the application and a second during the project to update the public on progress. The hearings will use a script and a sign-in sheet; staff said the first hearing was advertised in the local paper.
