"This is a dog park they're going to install," Brewer said while noting a central community area with a gazebo would remain part of the layout.
Commissioners pressed staff and the applicant on details before final approval. One commissioner asked about the number of units and whether the 33 units cited are in addition to previously approved lots; staff and the applicant said separate submittals would cover other parcels. Commissioners also raised emergency‑access thresholds, noting a secondary ingress/egress requirement is triggered near 104 residential units in some references; one commissioner cited a prior fire response delay at Bragg Estates as justification to verify current standards. Commissioners asked staff to research applicable NFPA and International Fire Code references and to return with exact citations.
After discussion, Chair Conrad Best asked for a motion for preliminary approval "subject to the comments that we've made." The motion was made, seconded by Commissioner Jeff Snyder and the commission voted in favor. The chair announced, "Motion carries," granting preliminary site approval for the Phase 5 concept.
The approval is preliminary; commissioners instructed staff to confirm code thresholds (ingress/egress and sprinkler requirements), reconcile unit counts with previously approved phases and return with any required conditions at the next presentation. The applicant thanked the commission after the vote.
