Council confirms 'The Scoop' event, plans public-safety coverage for Cruise-in, and delays EV charging RFP until construction

On EV charging and the microgrid, Speaker 3 asked about issuing an RFP to operate and maintain charging infrastructure. Speaker 1 recommended holding off until construction begins — suggesting roughly six months before starting an RFP and about a year before signing long-term maintenance contracts — citing changing financing, tax incentives and construction timing. Council members agreed to wait and to check progress on solar canopies and mounting plans before proceeding with procurement.
Speaker 2 also noted Frostburg State University homecoming will be incorporated into fall events on Oct. 2 and that the council will include related arrangements in its planning.
