Frostburg council approves resolution authorizing local participation in opioid litigation

The Frostburg City Council on Tuesday approved Resolution 2025-43, giving authority to the city’s counsel, Mayor Locksmith and designated staff to execute litigation actions related to opioid claims "based off of the counsel's suggestions," staff said.
Speaker 2 explained the resolution would authorize Bruce Poole, the mayor and staff to move forward and noted the Attorney General’s office had indicated the common 70/30 split was likely but had not issued official confirmation. “Not officially approved…they expect it to be the same, but there hasn't been an official confirmation,” staff said during the briefing.
There was no public comment. Council members moved and seconded the resolution and approved it by voice vote; no roll-call tally was recorded in the public session. Staff said that if the resolution passed, counsel could begin executing the next steps consistent with previous discussions.
Pending central approvals from bond counsel or the AG where relevant, staff indicated the intent is for the city to participate in litigation and settlement processes consistent with counsel’s recommendations. The council’s approval at the work session authorizes staff to act under that framework; any major commitments beyond the scope described would be returned to the council for approval.
