Frostburg council adopts several resolutions: appointments, software contract, paving budget, opioid settlement and event waiver

Staff recommended reappointing Connie Lacks to a three-year term on the Board of Zoning Appeals; the council moved, seconded and adopted resolution 2025-33 to reappoint Lacks.
The council also adopted resolution 2025-34 to fill a vacancy on the planning commission by appointing Chad Paul to complete the remainder of the term after staff said six applications were received and recommended Paul.
On contracts, staff presented a proposed three-year agreement with Edmonds GovTech for parks and recreation reservation software that integrates with existing finance systems. The transcript records an initial setup fee of $2,250 and recurring annual fees of $5,200 under a three-year term; council adopted resolution 2025-35 approving that contract.
Council then considered the 2025 paving contract. Staff said the base bid was listed at $65,500 and that the total paving budget for the project is $150,000, with ad alternates to be added up to that cap. The council adopted resolution 2025-36 to approve the paving contract and allow ad alternates up to the stated budget. (The meeting transcript includes references to two different contractor names in relation to the paving bid; staff indicated the state's low-bid review would precede final award and the clerk's office will confirm the official low bidder.)
The council approved resolution 2025-37 authorizing the mayor to sign documents allowing Frostburg to participate in an opioid-settlement program as recommended by the city attorney.
Finally, Chief Costello told the council Frostburg First requested a temporary repeal of the open-container ban for the 'Petals and Petals' First Friday event on Aug. 1, 2025, from 3 p.m. to 8 p.m., with alcohol restricted to plasticware only; police raised no objections and the council adopted resolution 2025-38 to grant the waiver.
All listed resolutions were moved, seconded and adopted by voice vote during the meeting. The clerk's file will hold the signed documents and final contract award details.
