Frostburg officials update council on combined sewer overflow projects, sidewalks and schedule

City of Frostburg public works staff reported progress this meeting on multiple combined sewer overflow (CSO) projects and related street and sidewalk work that will affect parts of downtown.
“Mister Lindsey” told the council the city currently has three CSO projects underway — phases 8c, 9d and 10a — and that staff expect phases 8c and 9d to be done by August, with North Grant Street nearly complete except for about 100 feet of storm line and final paving. He said Phase 10A is connected to the new sewer line and is in punch-list and restoration stages.
The presentation said sidewalks will be installed on both sides of Washington Street and on one side of McCullough Street. Lindsey emphasized the work occurs on city property but acknowledged it will affect parking and front-yard grass in front of some homes, clarifying that the work is not intended to be on private yards.
When a resident asked whether the cobblestone surface on North Grant would be fully paved, staff confirmed the road will be paved and that Lee Street will be patched and remain largely closed as a pedestrian access given grade issues. Staff noted the city has had inquiries from parties interested in building homes near Lee Street and said access could be provided for new property owners.
Bids for Phases 10B and 10C were said to be open to contractors with a bid opening scheduled for Sept. 4; staff described an anticipated process of state review of the low bidder followed by council approval and a projected contractor mobilization in October, with most heavy work planned for next two summers to avoid winter shutdowns.
The update also covered ancillary items including stormwater and streetscape work, water-line and sewer-line installations, and sidewalk-related landscaping, and encouraged residents to ask questions during the public hearing portion of the meeting. The public hearing for the CSO projects concluded with no formal action recorded other than the informational update.
