Council discusses Show Me Sugars curbside‑pickup request; directs staff to seek alternatives

Neosho — The City Council on Oct. 6 heard a request from Show Me Sugars to reserve two parking spaces in the new downtown city parking lot for curbside pickup. Council examined alternatives, enforcement implications and potential precedence for other businesses.

Public-safety and public-works staff said the city would incur placement costs if signs or ground-mounted holders are installed, and warned about utility‑marking requirements for anything affixed in the ground. Council members raised the point that if one business receives a reserved curbside spot, others around the square are likely to request the same, potentially reducing overall parking supply. One councilmember said enforcement would be a practical problem: "Once you get those reserved ones, how do you enforce that they actually are there for that reserved spot?" (as recorded in the meeting).

Council discussed alternative approaches including allowing the business to use a paved area behind its building or the alley for pickup. Staff noted other downtown businesses already use curbside pickup practices (for example Sam's and Play Cup) and that portable signs had been used previously; public works removed unpermitted signs when they were placed in the grass area.

Rather than take immediate formal action, council directed staff to follow up with the business and explore the alley or rear-of-building options and to return with the business's input. No motion to approve reserved parking was made; the request remained under administrative review.
