The Neosho City Council approved a package of routine and development items on Monday, voting unanimously on grants, repairs, contracts and an airport land lease.
Grant and repair approvals
Council approved bill 2025-53 to accept a Region M Waste Management District financial assistance agreement for $72,496.08 to support the Neosho recycling center, with funds intended for personnel costs. Staff said the amount is about $40,000 more than last year's allocation; the motion passed 7–0.
For wastewater equipment repairs, staff reported two trickling filters at the Crowder Wastewater Plant were damaged during storms. After soliciting three bids, staff recommended and the council approved accepting the low bid from D & S Erectors for $48,636.98 and authorized a related contract in the same amount.
Contracts and park project
A resolution authorizing Schulte Supply Inc. to replace and install two AVK Easy valves in the city's water system at a not-to-exceed price of $11,901.96 passed 7–0. Council also approved replacing a previously approved contract for a new playground surface at Scenic Park: the prior vendor All Inclusive Rec LLC will be replaced by No Fault LLC to comply with procurement requirements; staff said the price and scope are unchanged (not to exceed $64,291.34), and the council approved the substitution.
Annexation consent
Council approved an irrevocable consent to annex for property near 554 Cemetery Road, allowing the property owner to connect to city water. Staff clarified the property is not contiguous and that future annexation would require a later council decision.
Airport lease
The council approved a 99-year land lease with Buffalo River Aviation for an initial smaller hangar on the airport's north side and described a future second-phase larger hangar and fueling facility. The lease includes a 5¢ per gallon fee for fuel pumped through the tenant's system. Council members asked for clearer drawings and a review of existing tenant lease terms; staff said lease costs will be reviewed every five years and that staff will provide more precise site plans to council and current hangar owners. The motion passed 7–0.
Letter of support
Council authorized the mayor to sign a letter of support for the Harry S. Truman Coordinating Council's 'Creek to Classroom' watershed education grant to the U.S. Fish and Wildlife Service, a project staff said would serve up to 600 students and 25 educators across four districts.
All roll-call items recorded at the meeting passed 7–0. Council did not take final action on the proposed sale of the city's water and wastewater systems; staff removed that ordinance from the agenda pending additional information.
