Neosho City Council approves surplus ordinance, annexation and multiple contracts; grants and purchasing policy adopted

Neosho — The Neosho City Council on Oct. 6 approved a slate of routine city measures, voting unanimously on amendments to a surplus-property ordinance, annexation, a land purchase for a public safety center, recommended vendor packages for the Celebrate NeoShow fireworks, and several public‑works supply contracts.
The council amended and approved Bill 2025-68, which declares certain city personal property surplus and authorizes sale or disposal after staff added 27 items to the attachment list, including round tables removed from the auditorium. The amendment and the amended ordinance passed on roll call, 6–0.
Council approved Bill 2025-70 to annex property at 15318 Kentucky Road into the city limits after Planning and Zoning recommended the change and public hearings produced no negative comments. Also approved was Bill 2025-71 authorizing purchase of a portion of 215 Northwood Street from Brian C. McElveine and Deborah K. McElveine for $105,000; staff said this completes property acquisitions for the public safety center footprint.
On procurement, staff recommended and council approved the staff-recommended fireworks package for the 2026 Celebrate NeoShow (Option 1: $25,000 for an 18–20 minute pyro‑musical display with more shells) and awarded four routine public‑works contracts for bulk rock/salt, concrete (G and H Ready Mix), bulk rock (Kim Stone) and asphalt (Blevins Asphalt). Each of these motions passed on roll call 6–0.
Council also approved Resolution Bill 2025-33 to seek BlueShield (as recorded in the record) grant funding of $46,505.12 for the Neosho Police Department and adopted updates to the FY2026 purchasing policy to raise certain thresholds and align with previously passed amendments; both passed 6–0.
Finally, staff received unanimous consent to apply for a local violent‑crime prevention grant to purchase batteries and computer docks (roughly $5,000 in equipment); staff noted the grant requires no local match.
