Director updates board on $250M juvenile justice center, safety KPIs and software demos

Director Trey told the Contract and Compliance Board that several large Metro construction projects are underway and that staff are developing safety performance criteria, subcontractor outreach and a project-status tracker to give the board a high-level view of contracts and safety statistics.
Trey reported that the new juvenile justice center has been awarded to Bell Construction and described it as "over $250,000,000" as a full campus project with a tentative completion date in 2027. He also said a new Southeast Police Department precinct on Murfreesboro Road is nearing completion and was awarded to American Constructors at roughly $30,000,000.
Trey highlighted safety performance: the juvenile justice project has recorded "0 accidents to date, over 280 days" and other projects reported long incident-free runs measured in days or man-hours. He described plans to track safety metrics with consistent KPIs such as days without incidents, near misses, and man-hours and to include subcontractor safety information in reporting.
Mike Leonard of General Services confirmed that Fire Station 25 has completed architectural selection and that Reeves Young has progressed through solicitation and RFQ evaluation for another project, limiting the opportunity for late-stage contract changes. "The fire station 25, the architectural selection has already happened," Leonard said.
Trey said staff are evaluating safety-management software and have shortlisted several products for demo: safetyreports.com for user-friendly reporting, GenSuite for facility-based review and other industry products used by general contractors (HammerTech, EMOD). He asked the board to think about which KPIs they want reported and proposed scheduling a procurement-and-contracts overview with Dennis and Ava at the next meeting to help members understand solicitation processes and limits on board authority.
The board took no formal action on contracts at this meeting; members asked staff to distribute materials in advance, continue site inspections and return with KPI proposals and software demonstrations.
