The Neosho City Council authorized a contract with All Inclusive Rec LLC to install poured-in-place rubber surfacing for two playground structures at Scenic Park at a not-to-exceed price of $64,291.34.
Kenny, a city staff member presenting the item, said the project used a state cooperative Sourcewell bid and is budgeted and under budget. “This is a budgeted item and we are under budget,” Kenny said, adding the supplier recommended 10 to 15 years of longevity and that color options are available for up to half of the surface.
Council members asked about warranty terms and accessibility. Kenny said he had confirmed a one-year warranty but was not sure of additional warranty provisions and that the poured surface is solid and supported by compacted rock with rubber thickness determined by fall height. Council also noted the surface is more accessible for wheelchairs than mulch.
Council approved the bid and later approved a resolution to enter the contract and authorize the mayor to sign, both recorded 7-0. Staff said they will finalize color selection and return any additional warranty details if they are available.
