Neosho council selects Police Facility Design Group for new public safety facility, authorizes staff to seek CMAR

The Neosho City Council authorized a design agreement with Police Facility Design Group PA, which will lead architectural planning for a proposed combined police and fire facility, and noted a partnership with BKV Architects for fire-station expertise.
Staff said the selection followed a competitive process that began with an RFQ last July and interviews of the top five firms. The selection committee included representatives from the fire and police departments, finance, the city manager, city clerk and development services; the city attorney reviewed and approved the contract language provided by the firm.
Council voted to approve the design agreement by roll call (7–0). During discussion staff outlined two delivery options: the traditional design–bid–build method or a construction manager at risk (CMAR) approach. City staff recommended pursuing the CMAR route for larger projects to incorporate contractor expertise into design and construction planning.
Council did not award a construction contract at the meeting but, by unanimous consent, authorized the city manager to solicit qualifications for a construction manager at risk and directed staff to return recommended contract language and the selected contractor for a future council vote.
