Neosho development update: airport hangars, charter service interest and local commercial projects

City development staff updated the Neosho City Council on multiple economic projects Monday, including airport infrastructure, prospective charter service, and a set of commercial and stormwater undertakings.
Richard, a development services staff member, told the council the city is preparing two airport projects: construction of five city‑owned hangars and preliminary work with a private company (Buffalo River Aviation) that would build a roughly 20,000‑square‑foot hangar at the north end of the airport. The private operator is exploring fueling and apron work; Richard said the company estimates it would use about 10,000 gallons of jet fuel a week and that necessary site and storage upgrades would likely fall in the $300,000–$400,000 range.
"They are aggressively moving forward and we've hired a local engineering service to help with construction and design," Richard said, describing ongoing meetings and early engineering work. Staff said the project is in early stages but that progress could be visible this summer depending on permitting and fuel‑storage arrangements.
Separately, Richard reported private commercial activity: Murphy’s USA has purchased a permit to redevelop the site near Walmart into a convenience store and gas station; Pizza Hut is relocating to a strip mall behind a local car wash and will transition away from its Boulevard location to a delivery/carryout model. Development staff also provided an update on stormwater projects, including culvert and bridge replacements funded in part through the city’s ARPA allocation; engineering work on those projects is nearing completion with construction planned later this summer.
Council and staff discussed timelines, engineering coordination, fueling capability and the potential revenue benefits from airport fuel sales. No formal council actions were taken during the update; council members asked staff to continue permitting and design coordination and to return with project milestones as they are finalized.
