The Neosho City Council adopted Ordinance (Bill 2025-16) to amend Chapter 5.45 of the city code governing street cuts, raising the initial street-cut deposit to $1,100.
Richard (staff) told the council the city solicited bids for repairing street cuts and determined the previous deposit level did not cover the average repair cost. "The amount that's being required for deposit at this point is not sufficient to cover the average street cut," he said, explaining the ordinance formalizes the higher deposit and provides that any overpayment will be refunded while any underpayment will be invoiced to the permit holder.
Council asked about how the ordinance applies to currently open cuts; staff said some active cuts are already being worked on by utilities (Spire and Ozark Fiber) and that the new permitting process will take effect once the ordinance is enacted. The council approved the measure by a recorded vote reported as 6 to 0.
