Council approves CID-funded sidewalks; awards construction contract to Marion Company

The Neosho City Council approved a plan to install sidewalks and a crosswalk on Lux/Lehi Drive connecting two shopping centers, accepting a Community Improvement District (CID) reimbursement agreement and awarding the construction to Marion Company.
Public works staff presented three bids and recommended the low bid from Marion Group for $11,390. City staff explained the CID will fund the project through an intergovernmental cooperative agreement. "This is just the intergovernmental agreement between the CID and the city," staff said, noting the CID board approved the work on the 13th.
Council passed the bid approval, the intergovernmental agreement (Resolution 2025-07) and the construction contract acceptance (Resolution 2025-08) by recorded voice votes, each noted as passing 6 to 0.
The project will include sidewalk connections and a marked crosswalk to better link nearby commercial centers. Staff said the agreement defines the reimbursable public-purpose expense and that the city will perform the construction because it involves city streets and sidewalks.
