Neosho council updates procurement rules to allow exceptions for impractical bids

Neosho — The City of Neosho on Tuesday passed two ordinances amending the city’s procurement code to allow exceptions to competitive bidding when a purchase is impractical to bid and when the public interest warrants a different approach.
Council approved bill 2025-03, which revises Chapter 120 to require written contracts for purchases and sales over $10,000 while explicitly allowing an exception if bidding is impractical. Council also approved bill 2025-04 to make a parallel change for purchases and sales of real estate.
City counsel David told the council the change is intended to give staff and the council flexibility on unique acquisitions. He cited a recent fire-truck procurement and said the existing process would have been unrealistic and that pursuing a different procurement route likely saved the city what he described as "probably a million dollars." Council members indicated support and both ordinances passed by a 7–0 roll-call vote.
The ordinances allow the council to consider exceptions on a case-by-case basis; staff will continue to present rationale when recommending an exception.
Next steps: the ordinances take effect as provided in the code and staff will follow the updated procurement procedures when recommending purchases that fall into the new exception language.
