Neosho council approves multiple bids and intergovernmental agreements; speed limit change set for Baxter Street

Neosho — The Neosho City Council convened, approved its agenda and a seven-item consent agenda, and then moved through a series of procurement approvals, intergovernmental agreements and routine reports during a meeting that concluded with a vote to enter closed session.

On bids and equipment: the council approved a parks purchase using a Department of Natural Resources (DNR) reimbursement grant for picnic tables and benches; staff identified the vendor listed in the bid documents as Chaplin Tire Recycling Incorporated with an awarded amount in the mid-$44,700s and said the benches and tables will be mounted on separate concrete pads and anchored (staff, SEG 126–132; SEG 160–165). The council approved the purchase 6–0.

The council also approved replacement extrication tools for the fire department. The fire chief described moving from an older hydraulic pump-and-hose system to battery-powered, self-contained tools and recommended accepting a $33,140 bid from Johnson Mid America (SEG 219–236). "It's a lot more user friendly, a lot safer in the long run for us," the chief said. The council approved the purchase 6–0.

Other approvals included the sale of four surplus vehicles to the highest bidders and a $74,285.33 low bid from D and S Erectors to build a second clarifier at the Shoal Creek Wastewater Plant; staff said that clarifier work had a $90,000 budget line and the low bid was within that budget (SEG 343–355). The council approved a staff recommendation to purchase a 2024 Chevy Trailblazer for City Hall after staff reported pricing and available capital line funds (SEG 399–416).

On intergovernmental and ordinance items: the council passed Bill 2024-100 authorizing agreements with the Missouri State Highway Patrol for use of the Missouri Uniform Law Enforcement System and the National Crime Information Center systems; the chief said the city could move to an "entry-only" arrangement and clerks could access training online rather than traveling to Springfield (SEG 486–493). The council also approved Bill 2024-101, an agreement for dispatch services with Newton County running through Dec. 31, 2029 (SEG 518–523), and Bill 2024-102, which amends the posted speed limit on Baxter Street to 35 mph between Hickory Avenue (noted in the ordinance text as "Hickory Street," which staff said should read Hickory Avenue) and Business Interstate 49 (SEG 540–548). All three bills passed 6–0.

Financial and audit items: the city's finance representative reported that sales tax for the month came in higher than expected — "17% above last November" — while year-to-date growth had leveled to approximately 6.79% (SEG 579–591). The council also approved the annual audit engagement letter; auditors began remote work and will finish on-site in January.

The meeting concluded with a motion and unanimous vote to move into closed session "610.211 legal" as stated on the record; council recessed to closed session (SEG 639–652).
