Neosho seeks millions in CDBG mitigation funds for stormwater projects on Waldo Hatler and Freeman Road

Neosho City Council authorized staff to apply for two Community Development Block Grant (CDBG) disaster mitigation awards to fund major stormwater work.

Staff presented Resolution 2024‑68 to seek up to $2,072,084.23 for regional detention basins near Waldo Hatler Memorial Drive, and Resolution 2024‑69 to seek up to $22,385,956.14 for Freeman Road stormwater improvements and sidewalks between Boyd Street and South Street. Staff said both applications are part of a series of grant requests intended to secure multiple active awards; staff recommended pursuing both so the city can advance projects as grant funds are awarded.

A staff presenter said the CDBG disaster mitigation grants typically cover the majority of eligible costs but do not eliminate all local obligations; council discussion noted the grants commonly fund approximately 90% of costs. Council members asked whether state or county partners would participate; staff replied the Freeman Road right‑of‑way in parts is county land and that the city is coordinating design and project scope accordingly. One council member emphasized the projects will not eliminate the risk from very large floods (100‑ or 500‑year events) but will address recurring significant floods and routine stormwater management.

Council approved both resolutions 6–0 and directed staff to proceed with applications. If awarded, the grants would fund design and construction phases as detailed in each application packet; staff noted additional local matching or project sequencing will be developed during the grant administration process.
