For the Pollock Road bridge closeout, Willeford said that an unexpected drop-off on the southeast quadrant required about 170 feet of guardrail and other adjustments, increasing the project cost by $36,379.84; he said that the addition appears to be grant-eligible and that the city’s local match would be roughly 12.3 percent.
On the Love/Abbott stormwater project, Willeford said the design lacked fiber reinforcement and the city requested a change order to add fiber throughout the work to improve concrete longevity. He estimated the net increase for that addition at $25,470, said the change should be reimbursable through the Department of Natural Resources grant and the American Rescue Plan Act, and explained that DNR allowed cross-usage of funds from two grants awarded for the combined bid package to cover overages.
Willeford also described Change Order 4 for the East Anderson Street stormwater improvement project, listing about 960 linear feet of storm sewer, 1,100 square yards of resurfacing and roughly 1,500 linear feet of curb and gutter. He attributed a $42,983.20 net increase to unforeseen utility conflicts encountered during construction and recommended that this final change be accepted as grant-eligible.
For the Pollock Road culvert replacement, Willeford said crews found a profile difference that produced a pronounced hump in the driving surface. He said the contractor completed corrective work and provided an estimated cost of $43,307; staff recommended submission of the change order to DNR for reimbursement.
Finally, the council approved Amendment 1 with MECO Engineering to add construction administration and inspection services on the Love Abbott stormwater project. Willeford said repeated design revisions caused by unplanned utility conflicts required more oversight; the amendment added $26,000 to pay for inspection and administration.
All measures were moved, seconded and brought up for roll-call response; the responses recorded in the public meeting transcript were affirmative. City staff recommended proceeding with reading by title only and passage for each resolution, noting grant-eligibility in staff comments.
