Miss Dahl said the board previously approved a developer agreement (referenced in the meeting as resolution 24 1 28) that moved responsibility for intersection paving to the city; the developer provided nearly $100,000 that the city is holding to cover the additional work. “The developer paid us almost $100,000 that we have in our funds right now to hold for it,” she said.
Staff also described supply delays for signal heads and pedestrian pushbuttons; Speaker 6 said signal heads were estimated at 6–8 weeks and that staff expects to have everything installed and timing plans in place by about Dec. 1 (weather and supply chain permitting). She added that two construction workers were struck during the project and that one was seriously injured, which informed the decision to keep barriers in place during punch‑list work.
Staff expects contractors to prepare an amendment to Jones Brothers’ contract for additional time and for costs related to the signal heads. The committee discussed possible partial openings and sequencing but no formal acceptance was recorded; Speaker 6 said she hoped for closings on outstanding right‑of‑way matters by October and to bid construction in December with work starting in February.
