The Excelsior Springs City Council voted unanimously on Sept. 26 to approve a charitable archery event proposed by Kyle Uptegrove for Oct. 5 from 11:30 a.m. to 4 p.m. at his residence.
City staff (Molly) told the council the event falls under section 230.325 governing "turkey shoots and other charitable events" and described the site as adjacent to the city limits with targets placed on undeveloped property away from residential activity and with adjacent-owner approval. Staff said Uptegrove is a sales representative for archery products with experience operating similar events without incidents and that activities would occur during daylight hours.
Uptegrove told the council the event will use archery equipment only, shooting "downhill" toward a ravine to keep impacts away from dwellings, and that he expected roughly 15–17 participants (family-oriented, including youth). He said parking should fit in his four-wide driveway and on the dead-end street, and that no traffic control should be necessary. He also asked that the event count toward the mayor's block party challenge.
A councilmember moved to approve the event; the motion was seconded and carried on a unanimous roll call. The mayor noted approval brings the city closer to its goal for registered block parties.
The motion approved the single-event permit subject to the conditions and descriptions provided in the staff presentation and applicant remarks. The council did not record additional conditions on the record beyond the safety descriptions provided by staff and the applicant.
