Council approves $697,498 remediation contract for former Wyman School and $88,958 streetscape change order

The Excelsior Springs City Council voted on Sept. 15 to award a remediation contract for the former Wyman School and to approve a change order for the 2025 Streetscape Project.
Melinda Mahaffey, the city's economic development director, told council that Titan Environmental was the selected bidder to perform asbestos, lead‑based paint and hazardous‑material removal at the former Wyman School. Mahaffey presented a contract amount of $697,498.95 for the remediation work and said the award is in addition to previously approved capital improvement authority funding. Council moved and approved Resolution 16‑10 to award the contract to Titan Environmental.
Public Works Director Chad Birdsong presented Change Order #1 to the project's contract with McEnany Construction, reporting an increase of $88,958.25 for a new contract total of $264,958.25. Birdsong said the change order adds Rose Avenue, Golden Avenue and Miss Bell to the overlay list and includes a time extension to Oct. 15; staff stated the change remains within the overall allocated budget for the 2025 Streetscape Project. Council moved and approved Resolution 16‑11.
Both measures passed by roll call with all voting councilmembers recorded as yes. The staff presentations included schedule expectations (remediation completion expected by January) and confirmations that the expenditures align with previously approved funding sources.
The council did not discuss alternative bidders at length during the meeting; staff presented the recommendation and council approved the awards as part of the consent of resolutions on the agenda.
