Staff outlines five-year long-range planning program to update Spring Hill Rising and corridor plans

Development Services presented a high-level five-year long-range planning program through 2030 that will update the comprehensive plan (Spring Hill Rising), major thoroughfare plan, prepare a town center neighborhood plan, pursue corridor management, update impact fees and focus the final year on implementation with a robust community engagement program.
At the conclusion of the Sept. 8 meeting, Development Services staff (Ms. Sanders with support from Mr. Moore) described a five-year long-range planning program the department intends to run through 2030.
Ms. Sanders said the program will include a focused update to the comprehensive plan (Spring Hill Rising), a major thoroughfare plan update, preparation of a town center neighborhood plan, a major corridor management plan for principal corridors (Reserve, Kedron, Port Royal, Buckner, Main Street), and a final implementation year to align regulations, specifications and processes with adopted goals. She said the program will include a community engagement plan spanning the five years and that staff expect to retain private consultants to help manage the outreach workload.
"We're very excited to embark on this 5 year long range planning program," Ms. Sanders said, and she invited commission feedback and questions. Staff said some efforts will require consultant studies (for example, an impact-fee study) and emphasized that commissioners will play an instrumental role in formation and adoption of the plans.
No formal action was taken; the presentation served to inform commissioners and the public about upcoming multi-year planning work and opportunities for engagement.
