She said BA1 also includes unanticipated operational items for the police department, including equipment that was not fully received as ordered (she cited an example where a vendor had supplied only an ice bin and not the full ice machine). On the general-fund math, Miss Holden reported the FY26 surplus was budgeted at $370,968.98; BA1 reduces that amount by $131,793, leaving a $239,175.98 surplus in the general fund. She said the larger fund-balance movement of $104,459,002.13 reflected carryover bond proceeds that have not yet been spent.
During follow-up, a committee member asked the presenter to repeat the math. Miss Holden confirmed the figures: the general-fund net swing from BA1 was $131,793 removed from surplus; across all funds BA1 added about $981,000 in new items (net). Members noted the mechanics and asked that the memo and fund-balance numbers be available for the Board of Mayor and Aldermen (BOMA) discussion.
No formal vote or amendment was recorded at the committee meeting; staff indicated BA1 details will be questioned at the upcoming BOMA meeting and will appear on that agenda.
