Peculiar board adopts tax-code amendment, approves legal contract and several administrative resolutions

At its Sept. 29 meeting the Peculiar Board of Aldermen completed several formal actions spanning ordinance adoption, first readings and administrative resolutions.
Ordinance adoption: The board conducted a second reading by title only of Bill 2025-15, described as an amendment to section 1.35 of the city code regarding taxation to reflect current taxation rates. Upon passage the clerk announced Bill 2025-15 would become Ordinance 09292025. A roll-call vote recorded Aldermen Earhart, Gallagher, Grunwald, Jarrett, Poland and Wells each voting "Aye." The ordinance was adopted at the meeting.
Legal services contract: The board approved Resolution 2025-55 to enter into a contract with Scarborough Law Office for general-counsel services after a solicitation and interview process that included three finalist firms. The selection panel comprised staff and board members; Mr. Scarborough attended the meeting and the board approved the resolution.
Budget and administrative items: The board approved Resolution 2025-56 to amend the budget effective Oct. 1 to add spending for the holiday festival (mayor’s Christmas tree lighting). The board also approved Resolution 2025-57 adopting updates to the FY2026 comprehensive fee schedule, including adding penalties for working without required permits and instituting a $1,000 temporary certificate of occupancy (TCO) bond refundable on timely certificate issuance; staff noted the new building inspector may take on more residential plan reviews in-house but commercial inspections may continue to use third-party reviewers. Resolution 2025-58 adopted minutes and reappointed city staff members to the Main Street CID board for the term discussed at the meeting.
Procedural notes and closed session: The board accepted first readings by title only for Bill 2025-17 (UTVs/golf carts) and Bill 2025-18 (purchasing policy changes) and then moved into a closed session citing legal litigation and real-estate subsections of the statutes. Roll call for closed session recorded the same aldermen answering "Aye." The meeting adjourned after returning to open session.
The board asked staff to prepare follow-up materials where needed (refined ordinance drafts, fee schedules and signage/cost estimates) for future consideration.
