Shrewsbury board holds first readings of two personnel-policy contracts; final actions deferred

The Board of Aldermen conducted first readings of two agenda bills related to personnel-policy work and human-resources services.

Chair introduced Bill No. 4057 to authorize a contract with Lexapol LLC for creation of personnel policies, training and learning-management administration. Board members asked whether the contractor would draft entirely new manuals or offer recommendations; staff said the contract language was revised to clarify the scope and that the contractor would provide its own language in specified sections rather than simply extracting text from existing manuals. Members also discussed payment timing and budget year: staff said signing the contract by late September or mid-October could allow payment to be deferred until January, and that costs would fall into the 2026 budget year.

The record also includes an item referencing a contract with "Debt Simple LLC" for professional HR services; that item was read by title as part of the same first-reading sequence. Both contracts received first readings and were advanced to subsequent meeting(s) for presentation and second reading; no final passage or contract execution occurred during this meeting. The chief who requested additional contract clarifications was not present but the chair said the requested changes had been incorporated and would be shown in a forthcoming PowerPoint at the next meeting.

Board members noted that the fire department already uses Lexapol while the police department does not, and that potential volume discounts or integration savings could be explored later depending on program uptake.
