City reports four responsive bids; staff to review low-bidder EPA compliance before submission to Region 7

City project staff told the Board on Friday that bids for the Sam Theory Seward project were opened publicly on the 16th and that four responsive bids were received.
"We opened bids publicly last Wednesday on the sixteenth. We had 4 responsive bidders," the project manager said. Staff said Otter Martin is tabulating bids and alternate items and will review the low bidder’s certifications and compliance with federal regulations before formal submission to Region 7 of the U.S. Environmental Protection Agency.
Project staff and a named colleague (Warren) said they compared applicable costs to the EPA award and to the required local financing match and that those financing details are under review. Staff said that once documentation is satisfactory, they will request provisional approval from the board prior to formal submission to the EPA; keeping the schedule may require a special meeting.
