Peculiar aldermen approve FY26 budget, several appointments, insurance contract and vehicle purchase

The Peculiar Board of Aldermen on Sept. 8 approved a package of routine but consequential items including the FY2025–26 budget (Resolution 2025-52), several board appointments, an insurance-broker contract and the purchase of a used service van for city maintenance.
Finance staff presented Resolution 2025-52 to adopt the FY2025–26 budget and to amend the prior fiscal year for three specific funds. The board approved amendments of $21,437.24 to the West Growth Fund (Fund 32) and $6,777.09 to the Capital Improvement Fund (Fund 30) to reconcile late invoices related to Route C work shared with MoDOT; staff also requested about $34,000 to cover Bartlett & West engineering services in Fund 21 (Road and Street). The general ledger will be posted Oct. 1, 2025.
The board also approved a set of appointments: Richard Dawson (park board), reappointment of Ted Ingalls (park board chair), reappointment of Amy (surname pronounced 'Killy') to the Board of Zoning Adjustments, and appointment of Rick Clossing to that board. Resolutions 2025-47 through 2025-50 were approved by voice vote; in each case the record notes the board's unanimous or voice approval and that several appointees were not present at the meeting.
On procurement, the board approved Resolution 2025-51 to contract with the insurance broker identified in the RFQ review. Mark Pulliam of the selected firm told the board, "I'll do my best to keep those rates down and get you a decrease, going forward," and described reviewing the city's loss history and experience modification to lower future premiums.
The board approved Resolution 2025-53 to purchase a used 2022 GMC Savannah from Olathe Fleet (a government-contracted vendor) to outfit new maintenance/janitorial staff. Staff said the vehicle would be kept on city grounds and used to store tools and materials to reduce response time for building maintenance.
Staff also reported administrative updates including completion of a city desktop computer replacement for FY25 and a phone-system migration scheduled for Sept. 15 that will forward the city’s main number during the transition. The board moved into closed session on legal, real estate and personnel matters and later adjourned.
Meeting minutes list the motions and approvals recorded at the meeting; the board’s next regular meeting is scheduled for Sept. 29, 2025.
