Planning staff told the commission they have begun a citywide rewrite of the municipal code (chapter 400/420 series), starting with Article 1, and plan to present the rewrite in monthly chunks to make review manageable. Staff said the intent is to align contradictory sections, simplify language, and allow more flexibility for new small businesses that do not fit highly prescriptive permitted‑use lists.
The planning director said the rewrite will be iterative: staff will bring a short section (an article or two) to the commission each month for review and suggested work sessions at 6:30 p.m. before regular meetings for internal discussion. Commissioners asked to receive both the current code text and the proposed replacement to compare line by line; staff said it will provide comparative documents showing what is struck and what is proposed.
On development activity, staff reported 65 single‑family permits issued through July (about double last year) and residential permit valuation just over $18 million year‑to‑date compared with $12 million the prior year. The board approved the Meadowbrook Lakes subdivision and the Tuscany Fifth plat on Aug. 4, and Scooter’s submitted a permit application for a site near the Sanders Center. Commissioners also raised a separate code‑enforcement matter about a downed vinyl fence at Iron Gate Plaza that staff said they would review and which may be addressed in the rewrite.
