Trustees reviewed two policy packages on Sept. 23 during first reading: a proposed consolidation of employee prohibited-conduct policies into a single all‑staff policy (proposed Policy 1040, replacing Policy 343 and 443) and an updated Drug and Alcohol‑Free Workplace policy (Policy 225) with modernized testing and definitions.
Dan Sattler, chief human-resources officer and EEO officer, said the changes clarify that Title IX sexual‑harassment procedures remain a distinct process and that removing explicit examples tied to Title IX avoids inadvertently narrowing protections in other harassment/bullying contexts. Sattler said the new consolidated policy would apply to all staff rather than maintaining separate mirrored certified/classified sections.
On Policy 225, Sattler said the district continues preemployment screening, has provisions for reasonable‑suspicion and post‑accident testing and recognizes Department of Transportation requirements for safety‑sensitive positions; PoolPact (the district’s consultant) did not recommend districtwide random testing outside DOT/safety‑sensitive roles. Trustees asked clarifying questions about protected classes and testing logistics; Sattler said local testing sites such as Concentra are used for preemployment and workplace testing.
Both proposals were presented for first reading and further review; trustees did not vote on either policy at the meeting.
