Councilman Kirk McPike led a proclamation recognizing September as National Preparedness Month; multiple volunteer organizations and emergency‑management partners introduced themselves and the proclamation passed by voice vote.
Councilman Gary Aguirre read a proclamation recognizing National Latino and Hispanic Heritage Month (Sept. 15–Oct. 15). Dozens of students, city staff and community leaders—representing schools, the library, emergency communications and small businesses—introduced themselves and upcoming events. The council adopted the proclamation by voice vote.
Nick Rogers and Sophie Huemer of the American Planning Association, Virginia chapter, presented the chapter’s 2025 Plan of the Year Award to the city for the Alex West small‑area plan. Council thanked planning staff and invited an official photograph.
On the consent agenda, council approved roll‑call consent item 10. The council also approved a resolution authorizing the city manager to execute a Commonwealth Development Opportunity Fund performance agreement and a local performance agreement related to the expansion of Systems Planning and Analysis, Inc.; that resolution passed on a roll‑call vote.
