Vice Mayor Bagley moved to extend the subcommittee’s term, arguing the exercise would yield useful process improvements even if its recommendations are not ultimately adopted. Councilman Chapman and others opposed the extension, saying the plan could add bureaucracy, fragment work previously handled by the full council, and lacked clear examples showing the new structure would improve outcomes.
Councilman Chapman urged a mapping exercise to compare how existing council actions would have proceeded under the proposed structure and questioned whether council and the public have sufficient urgency for such a governance change. Councilman O’Newby, a subcommittee member, suggested using example cases to test the prospective process and return with pros and cons.
The motion to extend the subcommittee passed on a roll-call vote: Bagley, O’Newby, Mayor Gaskins, Councilwoman Green and Councilman McPike voted aye; Councilmen Geary and Chapman voted no. Vice Mayor Bagley moved the resolution and Councilman O’Newby seconded it.
