School board adopts proposed 2025 levy limits for taxes payable in 2026; motion passes 5‑0

At the Sept. 29 meeting the board considered and adopted a proposed 2025 property tax levy for taxes payable in 2026. Christopher Anjango Robshaw, director of finance and operations, presented the recommendation to set the levy at the state maximum in each category to allow the Minnesota Department of Education and county staff to make final adjustments.
Robshaw explained that property taxes account for roughly a quarter of district revenue and that the general fund receives about 76% of overall taxes raised. He presented key data points — including an estimated referendum market value and adjusted net tax capacity calculations used to compute levy components — and said the district’s proposed levy for 2026 is calculated at $153,000,000 (an estimated 1.7% decrease from the prior year before credits and adjustments).
The motion to adopt the maximum levy limit was moved by Jackie and seconded by Robin. Chair Johnson called the vote and the motion carried on a 5‑0 vote.
Robshaw said the levy adoption tonight allows county and state offices to compute individual taxpayer impacts and that the board will return in December for final levy certification.
