Resident asks ISD 196 to revisit policy barring private middle-school students from public high-school tryouts

During the special-communications portion of the Sept. 15 meeting, District 196 resident Lillian Norland urged the board to explain or remove a district policy that bars private middle-school students from trying out for public high-school teams.
Norland told the board she had previously raised the issue and that district staff said the policy predated current employees. She said she contacted other larger Minnesota districts that allow private middle-school participation and cited Minnesota State High School League bylaws permitting such arrangements. "From my perspective, there is no sound reason behind this policy," Norland said, and she provided the board with a packet that included the district policy, the MSHSL bylaw, a sample partnership agreement and a petition supporting policy removal.
Norland asked the board to follow up by email with either an explanation for why the policy remains in place or steps the board will take to remove it. She stated she will continue attending meetings until the policy changes.
