Several board members voiced concern that requiring visitors to meet employee‑level standards and to navigate formal complaint and appeal processes could be impractical and potentially weaponized against parents who raise complaints. Others said a clear, concise visitor expectations policy would be useful and suggested the policy work group refine a separate visitor policy or a short set of posted expectations for school sites.
Vice Chair Ward and others said they favored removing board members from the employee provisions while retaining a clear referral path to Policy 2.12 for complaints about board conduct. Board members asked staff to bring back edits that clarify who the policy covers, how volunteers will be asked to acknowledge expectations, and whether a concise visitor policy or posted expectations would be developed alongside Policy 4.19.
No final vote on Policy 4.19 occurred at the Sept. 23 meeting; the discussion closed with direction for staff and the policy work group to refine the draft language and return to the committee or board with recommended edits.
