Delaware County commissioners approve tax levies, appropriations, personnel updates and transit-board appointment

The Delaware County Board of Commissioners approved a series of routine resolutions covering financial, personnel and governance matters and appointed a new member to the county’s transit board.
Among the items the board approved were Resolution 25-763 to accept the electronic record of the prior meeting and Resolution 25-764 to approve purchase orders, certificates and payments of warrants in batch CMAPR0924 and memo transfers in MTAPR0924. The board also adopted Resolution 25-765 to accept the amounts and rates as determined by the budget commission and to authorize the necessary tax levies for certification to the county auditor.
The board authorized Resolution 25-766 to submit a local sponsor application to the Ohio Department of Agriculture’s Office of Farmland Preservation for 2026 funding; Scott Stevens, administrator of the Soil and Water Conservation District, said several landowning families had expressed interest and that Clean Ohio bond proceeds remain the primary funding source for the program.
Resolution 25-767 updated the Delaware County personnel policy manual with clarifications to sick leave and vacation use, procedures for intermittent family and medical leave and an Auditor of State contact/address update; Dawn Houston, deputy administrator, described the changes as administrative cleanup. The board also passed Resolution 25-768 to revise amounts in the capital facility fund and approve a supplemental appropriation and transfer to sustain projects identified in the county’s five-year financial forecast, and Resolution 25-769 approving supplemental appropriations for the community enhancements program and purchases including replacement polling pads for the Board of Elections and a new timesheet/advanced scheduling system.
Jane Haas, director of communications, recommended appointing Darlene Magold to fill a transit-board vacancy created when longtime member Zahn Ahmed resigns Oct. 25. "We do recommend appointing Darlene Magold to that seat," Haas said. Commissioners expressed support; the motion to appoint passed with aye votes recorded.
Commissioners also used the administrative reports period to note regional meetings and a Kroger Superstore groundbreaking on Delaware’s east side. Vice President Jeff Benton said Kroger is investing about $33,000,000 in that location. The board recessed until about 10:15 a.m.
All resolutions presented during the meeting were moved, seconded and approved by recorded aye votes.
