Rice County proclaims Recovery Month, approves Treatment Court interagency agreement

Angela Brewer, manager in community corrections, asked the Rice County Board of Commissioners on Sept. 9 to proclaim September as Recovery Month and to approve the Treatment Court Interagency Agreement with the Third Judicial District Administrator’s Office for state fiscal year 2026. "I ask that you proclaim the month of September as recovery month," Brewer said, reviewing local treatment-court history and recovery partnerships.
Brewer summarized local program activity: Rice County’s treatment court has operated since 2014; the county has served 111 individuals to date, with 46 successful graduations and 15 active participants in the program. She said community-based coordinators embedded with local law enforcement had received more than 200 referrals and made more than 750 contacts so far in 2025. "We have been working through our treatment court since 2014," Brewer said.
Brewer presented the interagency agreement and stated the state funding amount for the upcoming fiscal year (transcript phrasing immediately after the number was unclear). Commissioners asked for clarification on total program cost and the county share; staff recalled the program’s overall annual budget at roughly $490,000 and said the county provides about the low-thirties percent of costs, possibly around 37 percent when including federal grant support. "Right now we also have significant financial support from a federal grant," Brewer said when asked about county funding.
The board moved, seconded, and approved both the Recovery Month proclamation and the interagency agreement by voice vote. The board also scheduled a future presentation (Sept. 23) by the county’s behavioral health supervisor to provide more detailed annual data on recovery efforts and partners.
