Commissioner Moran urges focus on 'active effort' under new child-welfare law and QPI work

Commissioner Moran used her board report on Aug. 26 to highlight a change in Minnesota child-welfare law and county work to implement it.
Moran described the Minnesota African American Family Preservation/Child Welfare change from a 'reasonable effort' standard to an 'active effort' standard, saying counties must clarify what active effort means in practice. She said she is part of a data-action subcommittee examining what data counties should use to make decisions and to improve outcomes across the state.
Moran noted the county's relationship with QPI (Quality Parenting Initiative) and ASFORD and said the work focuses on out-of-home placement, foster care and parent-and-family supports with attention to culturally responsive practice. She said the county will seek additional partners and resources to make implementation effective.
Moran also noted she will attend national QPI conferences to bring best practices back to Ramsey County. No formal policy or funding votes were taken during the board meeting on implementation steps.
