Nicollet County board appoints HR director as responsible authority and HIPAA compliance coordinator

Nicollet County commissioners unanimously adopted two administrative resolutions on Sept. 9 that name the human resources director to data‑governance and HIPAA duties.

A county staff presenter described a resolution (packet page 30) to designate a responsible authority to administer county data collection, storage, use and dissemination under Minnesota statutes sections 13.02–13.99 and related Minnesota rules. The resolution named ‘Miss Bridget Fleer, human resources director’ to the role. The board approved the resolution by roll call; each called commissioner responded 'Yes.'

Staff offered a second resolution (packet page 33) to appoint the same county employee as the county’s HIPAA compliance coordinator, with duties listed in the packet including policy development, risk assessments, coordinating employee training and managing potential security or privacy breaches. The board moved, seconded and approved that resolution in a separate roll‑call vote.

During the meeting the board also approved routine administrative items including per diems and expenses. The board adjourned the regular session and convened a drainage authority meeting, which approved its agenda and consent agenda by voice vote and then adjourned.
