Ramsey County sets Sept. 2 budget kickoff; announces Dispatch Health benefit for employees

The Ramsey County Board on Aug. 26 set the county budget kickoff for Sept. 2, 2025, and outlined the early schedule for budget hearings.
The board chair said the Sept. 2 meeting will begin at 9:30 a.m. with the County Manager presenting the proposed budget, followed by a workshop where County Auditor Tracy West will present projected property-tax impacts of proposed levy changes. Service-team budget hearings were scheduled Sept. 15–22 for deeper dives into individual program budgets; the board posted budget materials online.
Separately, county leadership announced a new employee benefit available through the county's Blue Cross and Blue Shield plan called 'Dispatch Health.' The service offers on-site treatment for certain complex conditions that often require emergency-room care, allowing employees or dependents to be treated at their current location and potentially avoid ER visits. County staff were thanked for interim workarounds while the county’s communications and email services were restored after a City of Saint Paul digital-security incident.
The board did not vote on budget policy at the Aug. 26 meeting; the Sept. 2 presentations will mark the formal kickoff of the board budget process.
