Franklin County commissioners approve multiple contracts, procurement and capital amendments

Key actions adopted by the board included:
- Resolution 97-25: Declared necessary the Bryce Road railroad crossing improvement (County Road 117, Truro Township, Village of Bryce); presenter said the project is fully funded by a grant referenced in the transcript.
- Resolution 98-25: Appointed CDM Smith to provide detailed engineering services for Holt Ditch drainage improvements in Madison Township, funded through OPWC dollars.
- Resolution 10425: Authorized a private water agreement with BG and CC Development Company LLC to replace a 2-inch water main with a 6-inch main to serve a 24-single-family-home development in the Brookside Estate service area (Perry Township).
- Resolution 10525: Approved a services contract with Servisite LLC for backflow device repair services in the Villages of Galloway (contract amount $8,400).
- Resolution 10625: Authorized contract modification No. 3 with R & S Haley (Darby Creek Nursery & Landscaping) for snow removal at county facilities, increasing the contract by $250,000 (new total $750,000).
- Resolution 10725: Authorized GMP amendment No. 1 with Elford Inc. for early procurement allowances tied to the Franklin County critical master plan implementation (including long-lead items for the 911 communications center relocation to 900 Hague Ave); presenter noted Elford committed to 20% SCBE participation for the work.
- Resolution 10825 and 10925: Purchasing presented two sets of purchase orders. Resolution 10825 approved 253 purchase orders totaling $22,744,935.44 (12 awards to small and emerging businesses totaling $618,962.75). Resolution 10925 approved seven purchase orders totaling $240,092.20; Commissioner Boyce recorded an abstention on the latter vote.
Most items were presented as routine procurement or project steps and received unanimous approval. The board also reappointed Julie Exner to the Franklin Park Conservatory Joint Recreation District Board of Trustees (Resolution 11025) and journalized two expedited annexation petitions for consideration on March 18, 2025.
Several presenters noted that contracts and agreements had been reviewed and approved to form by the prosecutor’s office and that procurement followed county selection procedures.
