Franklin County commissioners approve package of resurfacing, social-service and public-safety measures

Franklin County commissioners adopted a bundle of resolutions on Feb. 25 that greenlit road and drainage projects, authorized grants and contract extensions, and funded social-service programs.
The board approved Resolution 13625 to advance the county's 2025 road resurfacing program and schedule a bid opening, and adopted 13725 to approve right-of-way plans for Cosgray Road and Foustitch drainage improvements in Washington Township. The county also authorized property compensation tied to bridge and roundabout projects (Res. 13825 for $379; Res. 13925 for $94,979) and approved subdivision plat Res. 14025 for The Villages at Galloway Phase 4 in Prairie Township, permitting the developer to begin selling lots.
Among administrative and procurement actions, the board extended the county's vehicle-purchase contract with Byers Ford and a master lease agreement for fleet leasing (Res. 14425 and 14525), approved 139 purchase orders across county agencies totaling $7,246,475.90 (Res. 15225), and authorized a final contract modification for a sanitary-sewer construction agreement with JLD Construction (Res. 15025).
County agencies also received approvals for several grant and program agreements. The board authorized a one-year extension of a $250,000 COVID-19 recovery grant with Bridgeway Academy (Res. 14225), approved a $250,000 pilot grant with the Rise Together Innovation Institute for an inclusive emergency financial-assistance pilot (Res. 14325), and adopted a civil board agreement with the Franklin County Office on Aging for adult protective services totaling $2,114,500 (Res. 14625). The board accepted a $1.6 million FY2024 Bureau of Justice Assistance award to expand opioid/stimulant and substance-use programming (Res. 14825) and approved smaller justice and safety subgrants including a $13,830 award to improve radio communications at the county community-based correctional facility (Res. 14925).
The board also approved a $6,079,390 funding agreement with the Community Shelter Board aimed at decreasing homelessness in the county (Res. 15525) and authorized a contribution to AEP Ohio to construct a primary electrical distribution line to county property at 900 Hague Ave (Res. 15625), with commissioners requesting follow-up reporting on a planned backup line estimated at $250,000–$300,000.
All of the above resolutions were adopted by voice vote during the meeting; where vote tallies were recorded the three commissioners present voted yes. The board concluded with staff introductions and announcements of community events.
