Franklin County commissioners approve construction GMP amendment and a slate of grants, contracts and housing actions

The Franklin County Board of Commissioners on March 18 adopted a package of resolutions that included a guaranteed maximum price amendment for construction of a mental health and addiction crisis center and approvals of grants, contract modifications and housing-related actions.
The board approved Resolution 19825, authorizing GMP Amendment No. 5 with Elford Incorporated to provide construction-manager-at-risk services for the new mental health and addiction crisis center, adding up to $643,994 for a revised GMP of $51,802,253. Vivian Alexander, chief operating officer for Public Facilities Management, said the amendment covers final electrical, finishes, plumbing and HVAC work, inspection allowances and a contingency; milestone dates noted include partial occupancy targeted this week, final occupancy on April 11 and completion of non-occupancy work by May 19. The vote was recorded as Commissioner O'Grady: Yes; Commissioner Boyce: Abstain; Commissioner Crowley: Yes. The resolution was adopted with Boyce's abstention.
The board also unanimously adopted Resolution 19925 to approve $507,000 in supplemental appropriations for Franklin County Children Services to participate as lead county in the Ohio Fellowship Program, a pilot to recruit children's services caseworkers. Ellen Clapp, director of financial management for Franklin County Children Services, said the fellowship pays college juniors or seniors for two semesters with the goal of hiring fellows after graduation.
Other approvals included a $75,000 contract modification with People Driven Technology for professional technology consulting (Resolution 20025); a $1,237,859 community partnership grant to Franklin County Public Health to advance health-equity initiatives and maternal and infant health work (Resolution 20125); and supplemental appropriations in community development block grant and related funds to align with HUD workout plans and local food initiatives (Resolution 20225).
The board approved two mortgage discharge measures: Resolution 20325 discharging a mortgage for David and Wanda Bryant at 899 Antwerp Road following a prosecutor recommendation given missing loan documents (taxes must be paid through 2023), and Resolution 20425 discharging a satisfied forgivable housing-assistance mortgage for Louis Buzzard. The board also approved an expedited annexation petition (Resolution 20525) transferring roughly 2.1986 acres from Madison Township to the city of Groveport after finding the petition met statutory requirements under Ohio Revised Code section 709.021.
Purchasing and contract items passed as well, including extensions and modifications for county mowing and landscaping contracts (Resolution 20625), a contract amendment with CBIZ for pharmacy benefit-manager support and audit services for the county cooperative health improvement program (Resolution 20725), and purchase orders totaling $2,188,939.39 across county agencies with supplier-diversity metrics reported (Resolution 20825). A separate set of small purchases totaling $30,620 was approved under Resolution 20925; the roll-call record notes an abstention by Commissioner Boyce on part of that item.
Assistant prosecuting attorney Jesse Armstrong presented Resolution 21025 to subordinate a county sanitary-sewer connection forgivable mortgage for 3459 Lowell Drive to a first mortgage so the original owner could recover funds on transfer; commissioners approved the subordination and said the mortgage is scheduled to be forgiven in 2030. The board then voted to convene an executive session under Resolution 21125 to consider personnel matters.
Several presenters and county officials emphasized supplier-diversity participation, local workforce development and health-equity goals across the items approved. The board's actions will be reflected in posted meeting records and related contract documents for each resolution.
