Commissioners back smart-justice planning and $200,000 subgrant for reentry housing

The Franklin County Board of Commissioners approved two justice-related measures: a professional services contract to facilitate a strategic planning retreat and a subgrant to support community-based reentry housing services.
Melissa Pearson, chief operating officer for the Office of Justice Policy and Programs, asked commissioners to approve a $15,720 contract with Mighty Crow Media to plan and facilitate a May 15 strategic retreat that will inform a refreshed four-year "blueprint to smart justice." The board adopted Resolution 27925.
Pearson also presented Resolution 28025, a $200,000 subgrant award to Franklin County Public Health under the FY2025 Targeted Community Alternatives to Prison grant. The subgrant is intended to continue an innovative housing model and provide emergency and transitional housing for up to 90 days. Pearson said the award could assist up to 19 families with housing stabilization services while they work with a housing specialist and community health worker to secure long-term housing. Commissioners approved the subgrant.
Pearson promoted related public programming: an all-hands-on-deck reentry resource fair running 10 a.m.–3 p.m. across the hall with roughly 45 vendors, and a Tap In Center modeled on a St. Louis program to help people resolve low-level misdemeanor warrants in a neutral setting.
