Franklin County commissioners approve dozens of routine contracts, grants, infrastructure projects and an $8.25M bond authorization

At its July 1 meeting the Franklin County Board of Commissioners adopted a broad set of routine and project‑level resolutions spanning infrastructure, grants, contracts and appointments.
Engineering and infrastructure: The board approved consulting agreements and project steps including Resolution 50725 (Compass Infrastructure Group — $438,037 — Hays Road/Richardson Road roundabout design), Resolution 50825 (TransSystems Corporation of Ohio — $762,885 — Morris Road corridor preliminary engineering) and Resolution 51125 (compensation of $6,613 for an easement related to North Hague Avenue sanitary sewer improvements). The board also accepted the county engineer’s annual ditch maintenance report (Resolution 50925) and approved the Woodland Reserve subdivision plat (Resolution 51025) in Jefferson Township.
Grants and community programs: Commissioners authorized multiple one‑year grant extensions under the Community Partnerships program (Resolutions 51425, 51525 and 51625) totaling several million dollars to support nonprofit services aligned with the Rise Together blueprint. Economic development staff also approved an amendment to a CDBG funding agreement with Community Housing Network to provide housing retention services, increasing the contract total to $175,750 under Resolution 51725.
Purchasing and contracts: The purchasing director presented Resolution 51925, approving 89 purchase orders totaling $8,531,927.74, and Resolution 52025 approving three purchase orders totaling $139,875; both were adopted with one recorded abstention on the smaller purchase item.
Bond authorization: The board adopted Resolution 52125 consenting to the issuance of health care facilities revenue bonds (Series 2025) for the Boundless Health Care Center project in an original principal amount not to exceed $8,250,000. Bond counsel told the board the bonds are obligations of the borrower and not of the county; no county taxes or funds are pledged for repayment.
Appointments and other business: Commissioners appointed Laura Rummel to the Franklin County Alcohol, Drug, and Mental Health Services Board (Resolution 52225). The clerk read generalizations including an expedited annexation petition (ANX‑21‑25) to be considered July 29, 2025. The board voted to convene into executive session to consider personnel matters (Resolution 52325).
