The Franklin County Board of Commissioners approved a major supplemental contract on June 17 to replace core CCTV infrastructure across county facilities and upgrade 597 cameras, install higher-resolution cameras and a new video wall in the sheriff’s security control room.
Darla Riordan, director of Public Facilities Management, said the contract with Johnson Controls Fire Protection LP is a firm-fixed price and is expected to be completed within 180 calendar days. "This project includes replacement of the core camera software system infrastructure...597 existing security cameras with compatible higher resolution cameras and a new video wall system in the sheriff's security control room," Riordan said.
Commissioners also approved a contract with SHI International for JusticeTrax laboratory information management software for the coroner's forensic toxicology lab ($365,584.61). Dan Baker, chief toxicologist, said the LIMS will help maintain fast turnaround times for toxicology results and improve communication of drug threats to public health and law enforcement. The board adopted a small data-center contract modification with Carahsoft for Ooma VOIP services ($480.26) to preserve analog lines required for elevator, fire and safety systems.
Why it matters
County staff said the CCTV upgrade is designed to update aging software no longer supported by vendors and to improve public-safety monitoring and evidence management. Improved lab information systems aim to preserve the county’s 10-day toxicology turnaround time, which county staff said is well better than the national average.

Public Facilities Management and the Data Center will proceed with contract execution and project scheduling; the coroner's office will implement the LIMS in coordination with vendor timelines.
